If I will be partitioning my Drive, where is the safest place for very

If I will be partitioning my Drive, where is the safest place for the very
Important Data Files?
Do you think Partitions with the lower number is safer than Partitions
with the higher number, ie: Partition 2 is better than Partition 5?
I've heard that the lower the number, the nearer it is towards the
center/core of the disk, and the higher the number, the nearer towards the
edge of the disk, is it True?
So if that is the case, if in case the disk would fail, what partitions
will be first affected?
